Dholera and Dubai: What a 30-Year Infrastructure Story Can (and Can't) Teach Investors
Dubai's Sheikh Zayed Road went from desert highway to skyline in about 30 years. What Dholera has really built so far, and the limits of the Dubai comparison.
Quick answer: Dubai shows that planned, government-led infrastructure (a port, a free zone, an airline and a highway) can turn empty land into a global city in roughly one generation. Dholera follows the same "build infrastructure first" order. It now has a working expressway, utilities in the activation area, an airport close to opening and a chip fab under construction. But Dholera is not Dubai. The money, the laws, the geography and the demand drivers are different. Use the comparison to understand timeframes, not to predict prices.

Part 1: The Dubai story, decade by decade

The pattern: port → free zone → airline → highway → metro → skyline. The skyline came last. Investors who judged Dubai only by its towers in 1990 would have seen almost nothing.
The deck frames this as "30 years of infrastructure, 1990–2020". The dates above confirm the arc but show it really started in the late 1970s.
Part 2: Dholera's "infrastructure first" order
Dholera's planners chose the same order on purpose. Here is what is verified as of October 2026:

If Dubai's "1979 moment" was the port plus the trade centre, Dholera's equivalent is roughly 2022–2026: trunk utilities, the expressway, the airport and the fab arriving within a few years of each other.

Lessons that do carry over:
- 1Infrastructure comes before population. Empty-looking land with utilities underneath is the early stage, not a failure.
- 2Timelines are long. Dubai took decades. Dholera is planned in phases over many years (deck and DSIRDA materials describe a multi-phase horizon). Judge what is built today, not a far-horizon render.
- 3Prices do not move in a straight line. Dubai's 2008–09 crash showed that even successful cities have sharp downturns.
Lessons that do not carry over:
- "Dholera will become Dubai" is a story, not a forecast.
- Any "10× in 10 years" figure from seminars is illustrative only. It is not a projection by any government body.

FAQ
Is Dholera going to be like Dubai? Dholera follows a similar infrastructure-first approach, but the governance, funding, tax regime and demand drivers are very different. It is a useful lesson in timeframes, not a prediction.
How long did Dubai take to transform? Key infrastructure began in the late 1970s (Jebel Ali Port 1979, JAFZA 1985). Sheikh Zayed Road was widened in 1993–98, the Metro opened in 2009 and Burj Khalifa in 2010. That is roughly 30 years.
What has Dholera actually built? Trunk infrastructure in the 22.5 sq km activation area, the ABCD building, the Ahmedabad–Dholera Expressway (opened 31 Mar 2026), Tata Power's 300 MW solar plant, ReNew's solar factory, and an airport whose runway and terminal are close to completion.
Is "10× in 10 years" realistic? That figure is an illustrative seminar scenario, not a forecast. Returns depend on location, timing, execution and market cycles, and they can be lower or negative.
