Delhi–Mumbai Industrial Corridor (DMIC) Explained, and Why Dholera Is Its Flagship City
How DMIC works: India–Japan origins, funding, the 1,506 km freight corridor, expressway status, 24 planned nodes, and why Dholera is its biggest city.
Quick answer: The Delhi–Mumbai Industrial Corridor (DMIC) is India's first planned industrial corridor. It grew out of an India–Japan understanding signed in December 2006, received in-principle Cabinet approval in August 2007, and was given an implementing company, DMICDC (now NICDC), incorporated 7 January 2008. Its backbone is the ~1,506 km Western Dedicated Freight Corridor (Dadri–JNPT), which was fully completed in September 2026. Of the corridor's planned industrial cities, Dholera SIR (920 sq km) in Gujarat is the largest and the first investment region notified under DMIC.

A note on the "GDP crash" story. Seminars often say DMIC started because India's GDP fell to ~3.1% in 2008. India's growth did slow sharply in FY2008-09 because of the global financial crisis. But DMIC was conceived in 2006 and approved in 2007, when growth was high. The more accurate story is that DMIC was a long-term bet on manufacturing and logistics, made during a boom, and kept going after the crash.
2. Who runs DMIC, and who funds it
- NICDC (formerly DMICDC) does project development, master planning and coordination under DPIIT, Ministry of Commerce & Industry.
- NICDIT (National Industrial Corridor Development & Implementation Trust) channels central funds into city SPVs.
- City SPVs such as DICDL for Dholera are 51% Gujarat (via DSIRDA, as land) and 49% Centre (via NICDIT, as cash) (DICDL).
NICDC's shareholding (public reporting): Government of India 49%, JBIC (Japan) 26%, HUDCO 19.9%, IIFCL 4.1%, LIC 1%.
How this squares with the deck's "74% India / 26% Japan": Add up the Indian public shareholders (GoI 49% + HUDCO 19.9% + IIFCL 4.1% + LIC 1%) and you get 74%. Japan's JBIC holds 26%. So the 74:26 split is right as India-side vs Japan-side, but the 74% is not all held "via DMIC Trust".
Japan's wider role: Separately, JICA lent about ¥620.8 billion (~₹37,658 Cr) to build the Western DFC (JICA, Sep 2026).

3. Geography: 6 states, a 150–200 km influence band
DMIC runs through Uttar Pradesh, Haryana, Rajasthan, Madhya Pradesh, Gujarat and Maharashtra, along a band roughly 150 km on either side of the freight corridor (official concept; the deck says 150–200 km).
The planned nodes
DMIC's perspective plan identified 24 nodes: 11 Investment Regions (≥200 sq km) and 13 Industrial Areas (≥100 sq km). The deck's "11 industrial nodes" refers to the 11 Investment Regions.

4. The four transport pillars, and their real status
🚆 Rail: Western Dedicated Freight Corridor (WDFC)
- Route: Dadri (UP) → JNPT (Mumbai), ~1,506 km (JICA; deck says 1,504 km, NICDC says 1,504 km).
- Status: Fully completed and operational. The final three sections (326 km, ₹20,703 Cr) were dedicated on 8 Sep 2026 (JICA). The deck says "operational 31 March 2026"; that is when the last stretches were nearing completion and trials were reported. Full dedication came in September 2026.
- Why it matters: Fast, high-capacity freight trains to Gujarat and Maharashtra ports cut logistics costs, and logistics cost is what makes a manufacturing location competitive.
🛣️ Road: Delhi–Mumbai Expressway (DME)
- Length: 1,386 km main alignment; 1,445 km including spurs (MoRTH reply in Parliament, Mar 2026). The deck says 1,480 km.
- Status: 929 km operational as of March 2026 (about 64%). The Delhi–Vadodara section was targeted for mid-2026; remaining Gujarat packages were still under construction as of that Lok Sabha reply (Nitin Gadkari, via News18). The deck's "1,169 km (~78%) operational, Delhi to Navsari" may be a later or differently counted figure. We use the latest official parliamentary number and suggest re-checking before publishing.
- Design features (per NHAI/deck): 8 lanes expandable, wayside amenities, wildlife crossings and water harvesting. Travel-time target is Delhi–Mumbai in ~12 hours (down from ~24).
✈️ Air: Dholera International Airport
- CCEA approved Phase-1 on 14 Jun 2022 (₹1,305 Cr; DIACL = AAI 51 : Gujarat 33 : NICDIT 16).
- First calibration aircraft landed in June 2026. The runway, taxiway and ATC are complete, and operations are targeted for late 2026, subject to DGCA licensing.
- Site area of ~1,426 ha (CAPA); Phase-1 runway of 3,200 m (CAPA). The deck's 4,000 m runway matches the long-term master plan's second runway, not Phase-1.
⚓ Sea: Gujarat's port advantage
Gujarat is India's leading maritime state, handling about 40% of India's port cargo (deck; widely cited). Port distances from Dholera (deck figures, road distance approximate): Ghogha ~74 km · Pipavav ~200 km · Kandla ~300 km · Mundra ~350 km, plus access to Dahej and Hazira. The UAE LoI (19 Jan 2026) also includes a greenfield port for Dholera (PIB).

The deck's claim "largest SIR with all four transport modes": This is a reasonable description of Dholera's planned connectivity. Today road is fully operational, air is close, rail is approved but not built, and the port is at LoI stage, so "all four" is a target, not yet a fact.
6. What DMIC means for land investors (no-hype version)
Positive signals
- The corridor's two backbones (WDFC fully, DME partly) are physically built, so this is no longer only on paper.
- Dholera has central funding at every layer: trunk infrastructure, airport, rail and fab incentives.
- Gujarat's 2026–29 Data Centre Policy adds a new demand driver.
Risks to weigh
- Industrial corridors take decades. Dholera is planned in phases over many years.
- Infrastructure lifts land unevenly. Plots near the activation area, the expressway interchanges and planned stations benefit first.
- Liquidity is thin. Plan for a long hold and check exit options.
- Legal diligence is non-negotiable: NA order, title chain, TP-scheme status and CRZ applicability.
